Prior Use
The site was operated as an oil refinery, terminal, storage, and transfer facility from 1923 to 1995.

Challenge
Soil and groundwater were contaminated by chlorinated volatile organic compounds and petroleum hydrocarbons. Soils were also impacted by lead and chromium.

Solution
Soil contamination was addressed using a soil vapor extraction system. An air sparge system was used to remediate contaminated groundwater. Surface soils that were impacted by metals, lead, and chromium were excavated and disposed of off-site.

In order to accommodate the development schedule, regulatory closure was achieved in phases. The property received multiple No Further Action letters from the Regional Water Quality Control Board (RWQCB) for soils. Additionally, the RWQCB required LandBank to submit quarterly groundwater monitoring reports for a period of two years.

LandBank’s Role
LandBank acquired the property and provided environmental management services. LandBank placed a Real Estate Pollution Liability policy on the property. The policy provided protection for historical contamination, regulatory reopeners of remediated conditions and known pollution events on- and off-site, first party on-site cleanup costs, and third-party bodily injury and property damage. When the final phase was sold in 2002, all remaining environmental liability was transferred to the buyer.

New Use
The buyer developed approximately 1.9 million square feet of flex industrial warehouse and distribution space.
